Always used when a not so convenient quote of Hubbard is posted. And
there are hundreds of them. If Hubbard was half as smart as claimed,

This has nothing whatsoever to do with electroconvulsive therapy
(ETC). It's abut a weird form of aversive (punishment) behavioral
modification devised by Matthew Israel, a renegade psychologist who
was a student of B.F. Skinner.

Are you by chance trying to confuse the two?
